A vacancy for the Southern African Railways Association (SARA) Executive Director based in Harare, Zimbabwe has arisen. The incumbent serves as the Chief Executive Officer of the Association and reports directly to the SARA Board for the effective conduct of the affairs of the Association. He/she will be responsible for strategic planning, facilitation, co-ordination and management of all SARA programmes as established by the Board. He/she shall therefore be the primary driver of change within the Association. The incumbent shall work closely with the SARA President to ensure that the Association’s goals are achieved.

The Executive Director shall manage on a full-time basis the Southern African Railways Association Regional Secretariat on the terms and conditions set out hereinafter. The incumbent’s specific responsibilities and duties shall include the following and any other such responsibilities as may reasonably arise from the agreed responsibilities as agreed upon between the parties from time to time.

Key Duties and Responsibilities

  • Developing strategic and business plans for SARA and formulating policy for Board consideration and approval
  • Providing leadership and direction to SARA in the implementation of the SARA strategy
  • Developing, promoting and extending the objectives and business interests of SARA
  • Recommending strategies that promote the SARA vision to the SARA Board
  • Coordinating lobbying and fundraising activities of SARA
  • Marketing SARA at national, regional and international levels
  • Lobbying SADC for enhancement of railway use in the region
  • Promoting integration of regional rail services and projects to support SARA members.
  • Guiding and supporting SARA Committees in pursuit of strategic goals and objectives
  • Establishing and maintaining the necessary infrastructure to support and implement the required general administrative and financial control systems for the Association and overseeing the general administration and financial performance of the SARA Secretariat
  • Developing SARA membership and support base and exploring the possibilities of donor funding for SARA activities
  • Marketing SARA to all Railway associated industries e.g. suppliers of equipment, material and service providers enticing them to join the Association
  • Improving the regional image of Railways as spokesperson for the Association, actively articulating the SARA vision, goals and objectives.
  • Complying with all lawful directives given by the SARA Board and Executive Committee
  • Complying with the laws and regulations applicable to and in connection with any government or local authority

Applicants for this post must:

  • Possess an appropriate University degree in Engineering, Accounting, Management, Economics, Transport Management or equivalent acceptable to the Board of Directors.
  • Be a full member of a recognized professional body.
  • Have 10 years relevant working experience with at least five (5) years at Senior Management Level.

NB: Possession of an MBA/MBL/MPA/MSc in Strategic Planning or equivalent will be an added advantage.
